I am seeing a failure in the fgetc_# and fputc_# gfortran tests now due to timeouts. However I saw those as well when I regressed out the changes from http://gcc.gnu.org/viewcvs?root=gcc&view=rev&rev=106704. So I believe that is a different bug than PR 24991.
