Fixed on mainline by Mark's patch for PR20293:

We now get:

PR12272.cc:10: error: reference to 'NS2' is ambiguous
PR12272.cc:5: error: candidates are: namespace NS2 { }
PR12272.cc:2: error:                 namespace NS1::NS2 { }
PR12272.cc:10: error: expected initializer before 'Y'
