whilst gcov output is primarily human readable, it should be machine
processable.
I do not consider this a regression, because the additional lines are all tagged
as line 0. filter scripts should be written to deal with line zero specially.
A note should be added to gcov's documentation to the effect that
a) filters should be robust to line zero changes
b) line zero data is not guaranteed unchanging
