I don't like defining a constant arbitrary. So I decided instead of using 
CLOCK_MONOTONIC if CLOCK_MONOTONIC_RAW is not defined.

If you really want that constant, just request glibc maintainers to fix that. I 
think that if the constant is missing, it surely means there are other problems 
hidden behind.
