I don't know.
But I think that you should be able to change between a constant or a
variable or a property without breaking the code that uses the class. So I
have to allow to use constants on object reference, not just class.
As for the optional STATIC keyword on CONST. As it is useless, I should not
allow it. I will try to remove that and wait for people not able to compile
their project anymore...
