[FW-1] Why no authentication?

HI All,     My FW-1 is version 4.0 SP4 on NT4.    I try to add a user, but can not put through the Client Authentication, FW always say" user limitation" after I several times to install user database, FW doesn't appear the authentication window at all, when using http service.     So Now I have to put HTTP open to all users,   I have rules like below,   3,  localnet  any  smtp/pop3/lotus/   accept 4,  IT@any    any  http               Client Auth   that's mean only guys in IT group have the http right,   buy why now no authentication pop up at all?   anybody knows about the authentication problem, just give me your hand...   thanks   John
