WASHINGTON (AP) - While the number of poor children has declined
significantly since 1993, those youngsters still mired in poverty
have grown even poorer despite the robust economy, according to a
liberal research group's analysis of Census data. The Center on
Budget and Policy Priorities concluded that despite declining
poverty, fewer families are taking advantage of government aid
programs, creating poorer children, co-author Wendell Primus said.
The study being released Thursday credited increases in employment
and wages, along with the expansion of a tax credit for low-income
working families, with reducing the number of poor children. The
poverty threshold differs by household, depending mainly on the size
of the family. In 1998, the poverty level was about $16,700 for a
