 I don't agree. I think NATO wanted a facelift (a raison d'etre)
 after the demise of the USSR. 
 Clinton was given bad advice (again); it was expected, that after 
 a few days of fairly cheap and safe and  bombing, 
 Milosevich would give in and would stop ethnic cleansing and the 
 trophy could have been presented for the NATO 50th anniversary.
 
 After the spectacular failure of this strategy NATO just wouldn't
 stand  the public humiliation of admitting an enormous mistake.
 They chose rather the abadonment of the kosovar people and the total 
 destruction of the economy/infrastructure of Serbia, Kosovo and
 the surrounding countries, such as Hungary.
 This is nothing to do with any humanitarianism or idealism.
 This is the same old powergame that couldn't care less about the
 people used as pawns.
 
 And it goes on. Milosevich was ready to accept international forces 
 from the beginning, he may be a chauvinist monster, but not stupid, 
 he knows that such a force could have saved those 10% serb population 
 and the souverainity over Kosovo, albeit with the re-instatement of 
 the pre 1989 autonomy.  
 NATO insists on having US and UK troups being 
 part of these international occupying forces, which is ludicrous. It is obvious 
 that the serb insane paramilitary forces would play partisan revenge games
 and Milosevich wouldn't be able to contain them if US and UK forces 
 are employed.   They are going on playing the stupid child games with
 no rationality or humanity. 
 Unless NATO wants an independent Kosovo with KLA lead - which they 
 don't - they will have to behave in a mature way and accept a deal 
 with forces of say, France, Italy, China or whatever keeping the 
 peace in Kosovo. The only people to get rid off Milosevich are the 
 yugoslave opposition. The US was not voted to be world gendarme.
 They are spectacularily impotent in that role, given their military 
 might, thankfully.
 Now NATO will have to pack up and give the peacekeeping force 
 and legitimacy with the usurped power back to the UN, who should have 
 the power to intervene to all internationally defined violation of 
 human rights. With no veto-power for anyone.  
 I hope.
