The proper role of government in making and implementing economic policies
has received a lot of attention in recent days.

The World Bank just completed a development report summary that effectively
turned the free trade, export oriented development strategy on its head. You

Further, the UNCTAD recently issued a press release (TAD/1847, 9-11-97)
which suggested several policy alternatives to the export oriented model. If
