Jay could *rightly* reply to this that the train might
not have enough distance to stop before hitting
the people, no matter how good the will of the train's
crew.

We also know that many governments order their
police and soldiers to shoot "their own people", and
the bigger the crowd the easier to hit the target.

But there's also another angle to this: if you
lie down *between* the tracks, you have a chance that 
the train will pass *over* you (unless either the
maintenance people have not done their job well,
or their supervisors have had "scrapers" installed
on purpose).
