There is no equivalent to the ipmitool commands below.  To config user2 via ipmi-config, you can do something like:

ipmi-config --checkout --section=User2 > my.conf
<edit my.conf>
ipmi-config --commit --filename=my.conf

With Ipmitool I would use these commands:

ipmitool user set name $userno $IPMI_USER
ipmitool user set password $userno $IPMI_PASSWORD
