Is there any way that the schema compat plugin can be enabled remotely

I'm running FreeIPA under Gitlab CI as a service container, and due to
limitations arbitrary commands can't be run on the container unless
they're exposed in the Dockerfile. I'd like to avoid modifying the
container with changes just needed for CI, as that then means that
we're not testing the same code as we do in production.
How do you configure FreeIPA server? Maybe just pass the --enable-compat
when running ipa-server-install?
There is no direct enablement over remote API.
