They are literally the same packages. IPA is opinionated on how it is setup, so for example you don't get the CA webUI and the configuration is limited to what IPA exposes. Theoretically the other bits of RHCS could be used but it would be completely unsupported. I wouldn't recommend it as it could taint an existing install.
