For the record, it's IPA that changes those listener values, not 389-ds. During the upgrade process we want the LDAP server as quiet as possible so disable the listeners, which also stops replication. After the upgrade completes the values are restored. It was the case in some versions where if the upgrade was killed (e.g. a series of ^C) the values wouldn't be restored.
