pam_mkhomedir or pam_oddjob_mkhomedir is enabled (umask=0077)
grant@outhouse:~[20201213-6:51][#1004]$

I wish there were an authconfig on os-x

authconfig or authselect are only configuration tools. If there is no
underlying capability, it wouldn't help even if you have a configuration
tool as it wouldn't be able to configure anything.

I am not aware of any such tool for macOS.
