Ok, this is interesting…. I tried a couple loaders in the zip (reboot between tries). DEVLOAD, either version, failed. DRVLOAD, failed. LOADSYS, failed. CTLOAD, passed and ANSI detected. So, the issue is most likely with DEVLOAD.
