I obviously got this all wrong. thanks to whoever located the sources and created https://fd.lod.bz/repos/current/pkg-html/pgme.html I now understand PGME better.
PGME is "A fully customizable multi-menu application launcher for DOS. It also includes Font Designer and several other utilities. (Requires Mouse) Big update with a couple new Screen Savers, some new features and lots of minor improvements." which reads to my untrained eyes like "MS Windows 0.2" and has nothing whatsoever to do with KITTEN.
