Did you take a look into the packages? If I understand it correctly these are just zips with directories like "appinfo", "progs" or "source". FDNPKG is 32bit, but the packages themselves aren't. Of course it depends what's inside: F.i. the base package "edlin.zip" includes a 32bit and a 16bit version of the program.
