"From" or "to" a flash drive? If installing to a specific flash drive doesn't work, try another one. Some of them actually don't support booting. As far as "from" is concerned, dunno, that might be a separate issue, but presumably that's an issue with your specific machine. Quite honestly, if you can already boot from USB, just use the bootable USB for DOS purposes.
