My statement from before is confirmed by peeking at the strings inside 
some DOS utilities.

MS-DOS 3.1's ATTRIB.EXE features the string "Zbikowski C startup Copyright 
1983 (C) Microsoft Corp"

MS-DOS 3.21's FC.EXE has a C runtime signature in it.
