Actually,it is.The program returns control to the operating system
(DOS),but it stays resident in computer memory (be it low,medium or
high).It can then be reactivated by a hardware or software interrupt
vector.For example,device drivers."CTMOUSE.EXE" is an example of a TSR
program.It is a driver that stays in an interrupt vector in the computers
memory.
