use EMM386 or JEMMEX, but don't use 1?DEVICEHIGH=C:\NETWORK\MSCLIENT\ATL1E.DOS use 1?DEVICE=C:\NETWORK\MSCLIENT\ATL1E.DOS instead. this should take care of the problem.
