Well, just a quick follow up,

Apparently the best I can get in DOS is DJGPP via (recompiled)
/current/v2tk/llocl02s.zip (liblocal) w/ DJGPP 2.03p2 (only!). I
tested under cp869 Greek (kernel 2040 + COUNTRY.SYS), and it "mostly"
seemed to work correctly. (Feel free to e-mail me if you want the
simple test and/or example results, but it ain't fancy.)

OpenWatcom doesn't work at all, not even under Windows (surprisingly).
MinGW-64 and TCC/Win32 both work (for me: "English_United
States.1252"), but that may be because they import MSVCRT.DLL (from MS
VC).

My PuppyLinux probably needs updating due to bugs, so I can't test
compiling there right now. But presumably it works there too.

In short, "C" (or "POSIX") minimal locale is default and pretty
useless. Perhaps most people figured that was good enough. Or maybe
that's decent compliance, but it seems not worth much. But I guess if
anybody really cared, then they could roll their own.
