I can tell you that the packet drivers I was directed to, crynwyr, are SO OLD.  
no development has been done on DOS packet drivers since then, apparently.  
solution?  get the drivers from realtek (the email I sent to this list 
earlier), and get a cheap ethernet NIC that is realtek 8139-based.  voila.

 
DOS packet drivers are available from NIC manufacturers.
