That depends on TCP stack used and your interpretation of the word "free". ;-) Microsoft's Network Client 3.0 (<ftp://ftp.microsoft.com/bussys/Clients/MSCLIENT>) has at least PING and IPCONFIG. An (untested) ARP can be found in <ftp://ftp.microsoft.com/bussys/Clients/WFW/TCP32B.EXE>.
