Running under VMware ...

At PXE boot time they are pointing relatively high in memory (EBEB:2D72)

By the time FreeDOS is running they are pointing at 0070:00AC and 0070:00B2

You are seeing the IRQ 8-15 int vectors, which I seem to recall are at int vector 70h-77h locations respectively. see irqstack.asm
