The correct answer explicitly documented in the XMS specification: The XMS version number coded in BCD is the revision of the DOS XMS which the driver implements, returned in AX. With FreeDOS HIMEM, a proper spec value of 300h is returned. BX is the internal driver revision and can be anything the developer (i.e. me, Tom Ehlert, other people who worked on HIMEM earlier) want it to be. No requirement or preference for BCD is present . No optional support for BCD is suggested.
