You can install SYSLINUX family loaders on CD-ROM, diskette, harddisk, can even boot from PXE network support and in recent versions from Linux ext2fs partitions.
PS: Somebody told me about Neoware using some 1999 FreeDOS for their WinCE boot process and suppressing the FreeDOS license messages, but nobody told me about Neoware TODAY, so it is just an old example, not something which would make me complain right now.
