Hi, simple answer:

Because there is no C: ... You can only access NTFS partitions with
Windows NT / 2000 / XP / 2003, not with DOS or Windows 95 / 98 / ME / CE / 3.
However, you can use the free-for-personal-use NTFS4DOS drivers.

If you want to do more with DOS, then you should use NTFSRESIZE (avail. on
several Linux rescue CDs etc.) to make your XP smaller and create a FAT
partition for DOS on the new free space. FreeDOS can even use FAT32 anywhere
on disks of up to 2 TB (2048 GB!) size...

PS:

Note that many BIOSes behave badly with this, e.g. get messed up harddisk
info, so after booting in "floppy emulation" mode, if it works at all,
you can end up with being unable to access C: even if it is a FAT partition.
To solve this, FreeDOS boots the CD in ElTorito no emulation mode and uses
the ISOLINUX / MEMDISK tools to boot a disk image from a file on the CD.
