Ie. applications always get reduced (to size of contents) envrionment
memory block (notwithstanding /E, which affect only command.com' memory)?

Of course, but, for example, NDOS does itself permanent even without
/p. BTW, I see no ways to differ INSTALL= and SHELL=.
