That's right. NOEMS turns off the page frame. How many V86 illegal instructions is that app going to use? Hmm it's WBINVD. That's a dangerous instruction to goof around with as an emulation -- I'm not sure emulating it would even work. SLOWDOWN may be fundamentally incompatible.
