Not if you are only doing it for distribution package
reasons, otherwise go ahead.  While I encourage all
maintainers to create packages that separate the files
into BIN, DOC, HELP, NLS, etc., if you distribute the
program separately from a FreeDOS distribution as well,
it is really weird to include the extra <PROGRAM> name
in the zip (e.g. DOC\PG\PG.MAN should just be DOC\PG.MAN
and you should do PG.EXE or BIN\PG.EXE as you prefer).

Also, the discussion regarding BIN is not yet settled.
