Glad that resolved itself while I was on the road.  Note that the intent
with this migration is to be very conservative.  In my experience users do
not like to have their home directory messed with (and they ignore the
helpful messages that mention that it is happening:-). We should only be
moving freecol data if all the tests pass for presence of the XDG directory
skeleton.

You are in a better place to answer that than anyone else.  Add a few
trace prints to the code and tell us what is wrong.
