Correct.  However this is only possible if:
- The land you are building on is not owned by another nation
- The land is not *in use* by one of your colonies (i.e. only claimed is ok)

There has been some discussion about building next to your own colonies.  If
it was disallowed in Col1, I do not consider it a huge bug as it is almost
always a bad idea, and indeed if you try you are warned of the disadvantages.
Nevertheless, yet another game option can be added to handle this case fairly
easily, but some stronger verification that Col1 did not allow adjacent
colonies would be nice first.
