Here's a few clues (assuming you really want the single quotes in there):
echo "THIS is SHELL: '\$SHELL'"
echo "THIS is SHELL: '"'$SHELL'"'"
echo 'THIS is SHELL: '\''$SHELL'\'
which all give
THIS is SHELL: '$SHELL'
