What 'pkg version' does depends on the command line options you give it
and to the presence or not of the ports INDEX or the ports tree in
general.  It's all described in pkg-version(8).

Well, I've been using the command line arguments of "-voL '='", and looking at the man page for pkg-version, as far as I can tell, it shouldn't be downloading INDEX, since I do have INDEX-9 on my system.
