This shouldn't be a LIB_DEPENDS.  LIB_DEPENDS checks the output of ldconfig -r.

The line should probably read Xss:${PORTSDIR}/x11/libXScrnSaver

Have a try-- for future reference, depending on a *file* needs
RUN_DEPENDS and/or BUILD_DEPENDS.
