svn(1) diff against the ports tree
The upgrade to 3.1.0 brings too many improvements to name; the most notable new
feature, though, is riscv64 support.
This is currently for comments/testing only -- consumers need to catch up to
changes in base/ before 3.1.0 is usable. The pkg-plist is probably still wrong,
as I'm still testport'ing it.
