It seems groff is failing to format most of the roff documentation
in src/share/doc, for example psd/15.yacc. Here is the output
that groff -Tascii -ms produces on -current:

Reverting s.tmac to an earlier version does not seem to fix the problem.
Also, postscript and html output formats seem much less broken than text.
