Mis-matches can cause this sort of thing, from my experience.
All of those files were blank. I ended up installing a fresh CURRENT
snapshot on a spare hard drive. I was able to correctly perform an
update successfully using NFS. Thanks for pointing me in the right
direction. Since I used the original NFS version, the packets sent are
UDP vs. TCP like on later versions. It's possible I could have had
corruption or missed a file during my previous update.
