Doesn't matter, though quotes are needed for multi-word values. They are otherwise optional. There was a brief period of time where the lua loader didn't completely honor this, and lots of people popped up with complaints :) It all goes back to the 4th command line and the weird ways we bent it to do our loader.conf.
