Yes, I also stumbled upon this. Usually the following worked:

# kbdcontrol -l german.iso
# kbdcontrol -l german.iso.kbd
# kbdcontrol -l /usr/share/syscons/keymaps/german.iso.kbd

In the last few months on HEAD only the latest invocation works.
