hw.usb.xhci.debug=1

Try to set:
sysctl hw.usb.xhci.xhci_port_route=-1
In /boot/loader.conf
I see you have a Pantherpoint chipset, and those have special port routing
features.

hw.usb.xhci.xhci_port_route: 1
