I've run into the same problem. You'll probably see this in /var/log/apache_error_log
/usr/libexec/ld-elf.so.1: /usr/lib/librsaUSA.so: Undefined symbol "ERR_load_strings"
/usr/libexec/ld-elf.so.1: /usr/lib/librsaUSA.so: Undefined symbol "ERR_load_strings"
/usr/libexec/ld-elf.so.1: /usr/lib/librsaUSA.so: Undefined symbol "ERR_load_strings"
/usr/libexec/ld-elf.so.1: /usr/lib/librsaUSA.so: Undefined symbol "ERR_load_strings"
This symbol is in /usr/lib/libssl.a and in /usr/lib/librsaUSA.a. I had a similar
problem
before and was helped by someone on the list, but I've seem to have lost the solution
he
gave :( I wound up haveing to add some linking info in the Makefile in
/usr/ports/www/apache13-php3/work/apache_1.3.12/src/modules/ssl. Just can't remember.

I'm getting this with apache+php+mod_ssl-1.3.12+3.0.15+2.6.1 (php3)
