Yesterday I changed libipsec version number from 2 to 0.
Because when it is created at Feb 3, no SHLIB number is
clearly specified, and number 2 seemed to be selected by
default, but it should start from 0.

The contents of libipsec.so.0 and libipsec.so.2 is exactly
same, so there should be no problem for now.
But for safety, and to avoid confusion, I recommend you to do
following.

 -Reinstall src/lib/libipsec
 -Re-build apps which use libipsec.
  I think they are,
    src/sbin/ping
    usr.bin/telnet
    usr.sbin/inetd
    usr.sbin/rrenumd
    usr.sbin/traceroute6
    usr.sbin/setkey
    usr.sbin/rtadvd
    secure/usr.bin/telnet       (If you are using this)
    kerberosIV/usr.bin/telnet   (If you are using this)

Or full make world will be enough instead.

 -Then remove /usr/lib/libipsec.so.2
