Well, pushing <4s on the power button will turn the computer off (in fact
it's more of a "hard" power off IIRC).
WRT suspend mode, my Award BIOS has an option to keep the fan on all the
time while in a power managed state. This might be what's causing your
system to continue being so noisy.
