The data is from the "Votes & Proceedings" (Assembly) [0] and "Minutes
of Proceedings" (Council) [1].

I don't think that it would be difficult to port to other States or the
Federal level (although for the Federal level, there's already "They
Vote For You" [2]). You'd need to find out how to extract the data from
their records and then the website would work fine.

Someone asked me something similar on reddit, and I wrote an overview
of how the data extraction process works.[3]
