There¹s another issue, which is whether you can legally do business with them, which means you might not be able to receive money from them. But heck, ask for $100/sec, 30 sec minimum, or no minimum. And ask to see the script translated for context, to make sure it is factual. :-) Of course, they could have just used it, and it would have been unlikely that you would have ever learned that it aired. So I sorta want to give them the benefit of the doubt for even contacting you.
