You don't even need a darkroom to process 3-foot lengths, just a changing bag and a stainless reel. I did it for years in hotel bathrooms, the required resources are pretty minimal. If you're using a slow print film (which you probably are for rayographs) you can get away with murder.
Cine labs won't do short lengths of film, but a still film lab will. Still, it's a lot cheaper to do at home and having instant turnaround is a big advantage.
