For what it’s worth, I know a former grad student who was on a committee to review films from vimeo links for an end of year student showcase. Another student accused him of not watching their film in full, but I know for a fact he 1000% did. That particular committee locks themselves in a room and watches every submission in full every year and that year was no exception. So, I’m sure some (or many) festivals don’t watch 100%, but I also wouldn’t necessarily take Vimeo’s stats as gospel. We all know Vimeo is a pretty garbage website. But maybe not having a log at all is different from the faulty ‘duration viewed’ percentages.
